Introductory Overview of the New CPR 3110/2024

The construction sector is on the brink of a major transformation with the entry into force of Regulation (EU) 2024/3110, which will replace the current Regulation (EU) 305/2011 (CPR). This shift brings new obligations but also new opportunities for companies in the construction and manufacturing sectors.

The new CPR came into force on January 7, 2025, but its implementation is tied to the publication of harmonised product standards in the Official Journal. A lengthy schedule has already been drafted, outlining the estimated timelines for revisions.

The old and new CPR regulations will have to coexist for many years to come.


Key changes in the new CPR 3110/2024

1. A new regulatory framework for the marketing of construction products

The new regulation aims to eliminate uncertainties and regulatory overlaps that have complicated the construction product market in recent years. Its main goal is to ensure greater legal clarity and to facilitate access for compliant products to the European market.

Key innovations include:

  • Improved harmonisation among EU regulations to avoid contradictions between different legislative texts.
  • New provisions on the declaration of performance (DoP) for construction products.
  • A revised role for notified bodies to increase efficiency in the certification process.


2. Greater focus on sustainability and the circular economy

Sustainability becomes a central pillar of the new regulation. The main goals include:

  • Mandatory declaration of the environmental performance of products, with the potential introduction of threshold levels for sustainability.
  • Promotion of the circular economy: increased emphasis on reuse, remanufacturing, and recycling of construction materials.
  • Reduction of carbon footprint and transition to low-impact buildings.


3. Digitalisation and access to information

One of the most significant innovations is the introduction of digital tools to improve transparency and traceability of construction products:

  • Machine-readable digital information flows throughout the entire supply chain.
  • Digital product passports to provide quick access to all compliance and sustainability information.
  • Electronic declarations of performance and conformity, easily accessible to all economic operators.

4. Increased market surveillance and control

Regulation (EU) 2024/3110 introduces stricter market surveillance measures to ensure that all products placed on the market meet regulatory requirements:

  • Stricter controls on economic operators (manufacturers, importers, and distributors).
  • Verification of the compliance of essential parts of construction products to improve overall safety.
  • New responsibilities for online platforms selling construction products, to prevent the sale of non-compliant items.
