ILC and PT activities - EN ISO/IEC 17043

Interlaboratory Comparison (ILC) and Proficiency Testing (PT) Provider

Istituto Giordano S.p.A. is one of the very first organisations in Italy to participate in Interlaboratory Comparison (ILC) schemes for calibration organised in accordance with standard UNI EN ISO/IEC 17043:2010 “Conformity assessment - General requirements for proficiency testing.

ILC and PT: TYPICAL PURPOSES
In order to demonstrate its technical competence and compliance with the requirements of clause 5.9 of standard UNI CEI EN ISO/IEC 17025, accredited laboratories or those intending to apply for accreditation must take part in a sufficient number of interlaboratory comparisons whose results must be taken into account by the Accreditation Body when performing its initial assessment and subsequent surveillance activities.

The importance of participating in PT and/or ILC is stressed even more strongly in Accredia document RT-36 (Technical Regulation):
RT-36 - “With reference to standard UNI CEI EN ISO/IEC 17011, clause 7.15, the accreditation body shall take into account, during the assessment and the decision-making process, the laboratory's participation and performance in proficiency testing or other comparison programmes.
ACCREDIA-DT considers a laboratory’s participation in Proficiency Testing and/or, where available, Interlaboratory Comparison to be necessary in order to demonstrate competence, in each product sector where accreditation has been granted or is pending, and guarantee the quality of results.

ILC and PT: HOW ARE THEY CONDUCTED?
Interlaboratory Comparison (ILC): organization, performance and evaluation of measurements or tests on the same or similar items by two or more laboratories in accordance with predetermined conditions (UNI CEI EN ISO/IEC 17043, clause 3.4). Note: In the Calibration Laboratory sector both activities are normally referred to as ILC whilst in the Reference Material Producer sector both activities are normally referred to as PT.

Proficiency Testing (PT): evaluation of participant performance against pre-established criteria by means of interlaboratory comparisons (UNI CEI EN ISO/IEC 17043, clause 3.7).

Istituto Giordano has already launched the first Interlaboratory Comparison scheme.
All laboratories wishing to join this scheme can contact the organiser Ing. Gilberto Serafini to confirm their participation.

We would also advise that Istituto Giordano is registered with the EPTIS database (ID 292025), an international no-profit organisation that guarantees the competence of PT Providers organising ILCs.

ILC and PT: WHY PARTICIPATE?
  • To meet normative and/or laboratory accreditation body requirements
  • To instil confidence in customers and interested parties
  • To validate the effectiveness and comparability of test/measurement/calibration methods
  • To confirm declarations of measurement uncertainty
  • To provide laboratories with means of analysis as part of continual improvement
